Through the portal you can configure and manage groups in Cloud User Hub or Azure Active Directory.
In Azure AD you can manage and configure Microsoft Security or Microsoft 365 groups.
Create Cloud User Hub, Microsoft Security, or Microsoft 365 groups and then add users (members).
Group members inherit those access rights that are assigned to the group.
By taking this approach, you can give and remove sets of permissions to all members at once instead of managing user permissions on an individual basis.
For example, where you have a back-office team that only manages subscriptions, rather than add permissions per user, you can create a group in Cloud User Hub and assign them the required roles.

Used for role management. You can assign roles to a user group.
Microsoft 365 Group
Provides a way to centralize membership for multiple Microsoft products in one place.
The Microsoft 365 group provides collaboration opportunities by giving members access to a shared mailbox, calendar, files, SharePoint site, and more.
Microsoft Security Group
Used to manage member and computer access to shared resources for users.
